This tool is for Mac only. Still no PC version at this point, but this tool is excellent and is a big help!
Check out the Podcast ChapterTool Wiki for more information on chapters and how to "roll your own" if you prefer to do that instead.
First: download Gijs van den Huevel's PodcastEnhancer tool here and while you wait you should read the included readme file which I have posted below:

PodCastEnhancer makes it easy to author Enhanced PodCasts.
To use PodCastEnhancer, you need OS X 10.3.8 or better including iPhoto, Safari, QuickTime Player and iTunes 4.9 (PodCastEnhancer is tested for compatibility with OS X 10.3.9 and OS X 10.4.1). You will also need Apple's ChapterTool, wich is a free download from the iTunes MUsic Store.
Make a new project folder in the same folder where ChapterTool resides.
Put your .m4a (AAC) audiofile in the project folder. PodCastEnhancer will use your audio file to make the enhanced PodCast.
How it works...
Launch PodCastEnhancer. It will ask you to locate your project folder and your .m4a audio file. Then it will tell you to provide the Title for the first bookmark chapter. That bookmark will be at the beginning of your enhanced podcast. Next PodCastEnhancer asks you to locate your opening picture. You can either point to a picture file, or you can use the current selection from iPhoto. PodCastEnhancer scales the picture to a maximum of 300 pixels. And saves it inside a folder named PodCastPictures inside your project folder.
Next PodCastEnhancer will ask if you want to add a hyperlink to your first chapter. You can either enter the hyperlink manually (use http://....) or you can use the current page in Safari.
From here PodcastEnhancer will ask you over and over again if you want to add another chapter. For each chapter you optionally add a bookmark title, and/or a picture, and/or a hyperlink. You can also remove the current hyperlink. If you've entered all of the necessary info for a chapter, PodcastEnhancer shows you the summary of the chapter you are about to add to your Podcast. If you are not sure that the chapter contains the items you need, you can choose not to add the tag.
If your are ready authoring your tags, you should choose not to make another chapter and continue to build your enhanced PodCast. You will be asked to provide a file name for the PodCast. The enhanced PodCast will be saved into your project folder.
Open your enhanced PodCast in iTunes (4.9 or better) and enjoy the miracle of multimedia that you have just produced. Enjoy
